Display warning on plugins page when performing a bulk action on no selected plugins

Description
- Go to /wp-admin/plugins.php
- Do not select any plugins
- Bulk action - activate, delete, deactivate
- Click apply
- Page refreshes - nothing happens
- Go to /wp-admin/plugins.php
- Bulk action - update
- Click apply
- Plugin updater updates an empty phantom plugin
Currenlty the behaviour for 'update-selected' action is different from the others when no plugins are selected. But for all these actions we should show a warning like on the update-core.php page.
