Whenever I tried to delete a comment, the following message is shown.

Need more information. There are about 5 different places you can delete a comment. What URL? JS on or off?

Inside "Manage" -> "Comments"

Works for me on revision 4448, both with and without JavaScript.

  1. Click "Manage"
  2. Click "Comments"
  3. Click "Delete" next to a comment
  4. Click "Manage"
  5. Click "Comments"
  6. Verify that deleted comment is no longer in the list

Sorry Mark, the problem was caused by Paged Comment Edit plugin. Please keep the ticket closed.
