Enable language selection when adding a site on Multisite

Description

When adding a new site from the Network Admin -> Sites -> Add New screen, it should be possible to select the site's language using the same dropdown as on the Network Admin -> Settings screen.

Ran a UX test and it looks good. I was able to select a language from the dropdown and it was enabled on that site's dashboard when I logged in there.
