Widget Customizer: no support to set as inactive widget

Hey!
In the costumizer -> widgets I have no way to mark the plugin as "inactive". I can delete it only. I can just about Design -> Widgets make traverse to "inactive plugins". For very many "available widgets" it is very inconvenient. The active widgets there also lacks the ability to put it simply inactive with disabled accessibility mode.
In the Costumizer no inactive widget appears when you add. These are supposed to be in the list at the top.
