Quick edit tags on the editor screen

When you create a post and then write the tags, you can accidentally make a mistake in a tag. But you cant edit this tag (only delete and write again). This can be annoying, especially if the tag is quite long. I propose to introduce an inline window similar to the editing of links in the text for quick editing of tags (in example, when the mouse hover on the required tag).

Tags can be edited from the Posts => Tags screen. The way the "Tags" metabox works, it's not going to be that easy to add editing of tags. Don't think it would be good UI to have a modal, better to edit inline?
