#a11y-headings - Writing Settings page headings need to be converted from h3 to h2. At a glance these are "Post via email" and "Update Services" headings.

Removing the close keyword since it's not clear when this settings screen will be removed (see #32396) and if it will be removed just for new installs or for all installs.
