Spin off of #14530 to track updating the Cheatin error message to something context specific. Patch needs to be split off of original ticket.

original props to ericlewis. Modified a couple of items from the original patch. L271 had been changed from Cheatin to a different error.

The last change in the patch was originally Cheatin', changed in the last few months to not use it. For the sake of consistency or no, what say we?
