Description
I've been performing fresh installs today of Wordpress 4.3 and having visual issues in the admin area.

This happens both with Softaculous install and fresh download via Wordpress.org.
This happens only in Google Chrome 45.0.2454.85 m even after clearing caches. Still happening after performing fresh new install.
