Admin menu layout is broken in 4.3

Description

Using the latest version of WordPress (4.3), the admin menu layout is broken as per the screenshot attached and items appear/disappear on hover. The problem occurs even with all plugins deactivated and using the default theme.

This is affecting every website that I update to 4.3. Reproduced on multiple versions of PHP from 5.2.17 to 5.4.34. Also occurs on WP Engine's environment, which is likely to be well updated.

Severity normal → major

After a bit more testing, this bug seems to only affect (OSX) Chrome 45 (and Chrome Canary 47) but not Firefox 40 or Safari 8.0.4.
