Description
It would be useful to have this on wp_die() page template. wp_die() could be used as simple maintenance plugin and this would be very helpful to have this meta attribute set to prevent errors in e.g. google analytics.

For maintenance pages noindex
is the wrong way. If you run that on your homepage, Google would stop indexing your homepage. That's not a good user experience.
That's not what you want. You should send a 503 status header in that case, see https://yoast.com/http-503-site-maintenance-seo/.
