Code formatting in `site-new.php` is confusing

Description

The get_current_screen()->add_help_tab( array( lines in wp-admin/network/site-new.php are tabbed over and make me do a double take every time I open the file as it looks like it's part of the previous conditional.

Going to fix it. :)
