Re-think default 'Add Plugins' tabs/filters

Description

Currently the default tab on the "Add Plugins" page is 'Featured'. Not a single one of of these featured plugins have been changed/removed in the last year, which to me makes it feel very static and boring.

I would suggest eliminating this tab all together if there's no future plans to rotate these plugins.

Also, as pointed out on WPTavern, it would be nice to have the additional of a 'New' tab to aid with discovery. Then the default tab could either by 'Popular' or a newly introduced 'New' tab.

It's also worth noting that a lot of the plugins which are on the Featured tab also show up either first or quite high in the majority of the other tabs, making the selection of plugins come across as very static and further reducing discoverability.

Maybe get the community more involved in this Featured tab - voting, etc. Make it change weekly or monthly.
