The wp-includes/js/tunymce/plugins/wpfullscreen/plugin.min.js used to be a part of WordPress base code, but it has been removed from 4.3 release

This is intentional, as can be seen from ​https://make.wordpress.org/core/2015/07/29/old-distraction-free-writing-code-removed-in-4-3/

This has been removed as part of 4.3 release: https://core.trac.wordpress.org/changeset/32677
