Add create_category hook to edit-form-ajax-cat.php

Plugin authors who do stuff when categories are created cannot do these things if the user uses ajax to create categories under write post.

ruckerz, could you give me an example of what plugin author's can't do in that case? It makes reproducing the issue a lot easier for us.
