Ticket for making sure we stay up to date with the Akismet external.

As of Oct 13, 3.1.5 was released to fix an potential XSS.

I'm fine owning re-opening this ticket as needed for Akismet bumps. Is that fine or should we just leave it open until the last minute?

Akismet team ( via @cfinke ) reporting that there is nothing planned in the hopper between now and 4.4's launch.
