Description
Hi
I have taken my time to report this to bug tracker, but in IMHO (and lots of other people I saw on the Internet) there should be a check box in the user creation panel whether to send an email upon user creation or NOT to send.
I know the Wordpress people say it's more secure. This is not a change I welcome. Administrators should have the ability to choose whether or not a user is notified by email upon account creation.
Personally I find that an insult that administrators (especially the good ones) cannot select this and now have to write some plugin to circumvent this.
Further I do not like the email that is send out, it does make no sense whatsoever:

Sorry, but I am grumpy.
Thanks for the report, we're already tracking this issue in #33504.
