'Allow Comments' Option should be available on Single Editor

Description

In the 'quick' and 'bulk' editors, you can disable comments, however, when writing a new post/page, there's no option in the single editor to allow or disallow comments.

I feel this option should be available on the actual editor screen - otherwise the option to comment may be available when people don't want it to be right from the start; it also reduces the amount of effort needed to create a post/page exactly the way you want it.

I should probably explore these Screen Options a little more haha.
