Add a logo option in the Customizer of the Twenty Sixteen theme

Description
The Twenty Sixteen theme currently doesn’t offer an option to add a logo in the Customizer. Apparently, that option is included only in the Twenty Sixteen theme for Wordpress.com.
It would be nice to have the logo option. There are a couple of support threads about it:

Hey there, thanks for your report. We're already tracking this in #33755.
Note that a site logo setting would not be limited to a single theme.
