Title attribute in TwentyThirteen footer link

Description

The TwentyThirteen footer contains a link that has a title attribute. Like the same reasons title attributes have been removed from the WP admin, it serves little purpose on the front-end, and sets a bad example.

This link appears on some/all WordCamp sites too.

Since Twenty Thirteen is not bundled with core by default anymore, i.e. it could be updated easily in the themes directory.
