Not sure if this is an oversight or not, but while you can toggle on/off "Use the visual editor when writing" through "My Profile", no option is available when editing a username through the "Users > Authors & Users" menu.

Perhaps this is just a matter of adapting some code from profile.php over to user-edit.php?

Would be strange for you to be manually changing people's personal preferences for them. If you want to remove the RTE globally you can just delete its folder. Re-open if you have an argument for wanting this functionality.

+1, but leaving closed pending other people's positive opinion

I tend to agree with bryansd. An admin in a shared env should be able to easily help his colleagues/customers change their settings.

This is being addressed in #4036, b/c it was discovered that 'When an admin "edit a user", this setting fallback to false.'
