Install Now and Manual Install for Version 4.5 result in fatal error/parse errors messages

I selected "Install Now" for version 4.5 but when I opened it up again, the website was replaced with a fatal error message (already described by someone else in a forum in the last day or so). I followed instructions to install the update manually and now have this message:

Parse error: syntax error, unexpected ';' in D:\Hosting\10429781\html\wp-settings.php on line 21

The only ';' I see on line 21 is at the end of the line. I have deleted it but it did not change the error message.

My website is advancingaudcounseling.com. I have been trying to problem-solve for 4 hours and at this point may have completed ruined the website. Your help would be appreciated.

Sorry for the late response. It seems like you could solve the issue since the site is now running WordPress 4.5.3.
