Make "Save Draft" the predominant button when editting a not-published post

Description
I've had this problem too many times: I'm working on a drafted post and -without really thinking about it- I press the "publish" button. With lots of auto-push plugins that push this post to social-media.
Wouldn't it make more sense from a ux-perspective to have the "Publish" and "Save Draft" buttons change places when the post-status isn't "publish"?

I think this is definitely something we can improve. I guess many people running in that problem.

We discussed this ticket in design triage today and figured this ticket now has become a little outdated (but still very relevant) by the introduction of Gutenberg, since there won't be any editor changes happening that aren't from Gutenberg.
We do think this part of UI needs improvement in Gutenberg as well, so we suggest continuing the discussion on Github where Gutenberg design tickets are.
