Remove smilies from core

Description

Starting with WordPress version 4.2 has added support for Emoji. What happened? After updating all the smilies in posts converted into Emoji.

Question: why do we need the smilies, if they are not used? Offer to remove them from the core, why keep both?

Smilies are being deprecated in favour of emoji, as the Unicode standard is updated to include our smilies - as of Unicode 8, (released earlier this year), the only one left is :mrgreen: - sadly, I don't think that one will ever make it into the Unicode standard.

The option to disable smilies was intentionally hidden in [32454], see #32298.

The smiley handling code will continue to function in WordPress for backwards compatibility, but emoji are the way forward in the world of small, expressive inline images.
