Add 'custom-logo' theme tag

Description

We should to add a theme tag for custom-logo to match the custom-background and custom-header tag.

The theme review team discussed this and decided to propose it as a tag in the April 26th team meeting. ​https://make.wordpress.org/themes/2016/04/26/april-26th-meeting-notes/

This was not a part of the initial tag proposal in #33407 because custom logos were not a part of core at the time.
