Plugins Not Showing Ratings When Accessed From Dashboard

When I go to ​https://wordpress.org/plugins/contact-form-7/ I can see that Contact Form 7 has 4.5 out of 5 stars.

When I go to Dashboard>Plugins>Add New then search for Contact Form 7, it shows there are over a million active installs, but shows no ratings.

I searched for Jetpack and saw that it has ratings,

but further down the same page, all ratings disappeared (when accessed through the Dashboard)

This was a bug on WordPress.org, some plugins/themes rating data will be cached for another few hours showing as 0.
