Comment Notifications Not being Sent to Host Server

For the past week, my comment notification has not worked. The first issue is happening when I login into WP dashboard. It is not even showing when I have a new comment. You have to click on comments to see new ones, but it will not light up orange on the top right anymore. When you click the top right comment bubble, it just acts like it is loading, it no longer shows anything.
The maker of my theme doesn't have any thing to do with comments, so I have ruled that out.
The second problem is I no longer receive email notifications when a new email is posted. My hosting server has searched around and we have tried everything including changing emails, etc. They said, there server isn't even receiving all my comments, which is why I am not getting the email notification. For some reason, they only get a few of the comments to their server. I talked with them again yesterday, and they sent this email and said I need WP support.

After doing a search in our email logs, our server is only receiving 5 of the last 14 comments notifications made on 6/03/16. Below is what we found in the log. The important information is the date/time and the "<= amsacade@…" which indicates who it is from.

This is the case with my website chemistrycachet.com as well as with my other website amsacademicservices.com. Both of these wordpress websites are having the same problem and use different themes. I have not changed or done anything with either website in over a year. I also deactivated all comment plugins and it still doesn't work. Thank you

This sounds like a config issue, you should post that at our forums at https://wordpress.org/support as Trac is intended for core enhancements and bugs, and this would fall under the support aspect of things :)
