New capability: write a comment
It will be nice if just some roles can write comments in our post. Will make more powerful and flexible (perfect for membership web sites)

Thank you for this request! My apologies that it took so long to receive a response.
I've given it some thought, and I don't think this is something that should be added to WordPress Core. Comment settings control who can comment. If you select "Users must be registered and logged in to comment" then I think it will accomplish what you want. You could create a custom role for commenters, or just use Subscriber.
