Description

Resource hinting includes a preconnnect header to the WordPress.org CDN, s.w.org, for emoji. This should be filtered using the Emoji CDN filters.

Closing wontfix following discussion in #37387 as WordPress does not include a feature allowing filters to be applied to code that doesn't exist.
