Description
Adding the ability to be able to set, plugins which will be used in the future into archive plugins. The archive plugins would be stored in a different plugin folder to plugins, possibly archive-plugins or similar. Archive plugins would be able to be displayed from the plugins screen. Another possible option would being able to make an archive plugin active, so in that case the archive plugin individual plugin folder would be moved from archive-plugin to the plugins folder then made active.

I'm personally not a fan of this, and I don't see this functionality as being something which would be advantageous to the majority of users.
Another way of looking at this would be to store inactive plugins into plugins-inactive and only have active plugins in plugins.
A plugin could add such behaviours to WordPress if need be, it could also install "archived plugins" on-the-fly from WordPress.org rather than keeping them on disk.
i'm marking this as a wontfix simply due to it's limited use-cases and better suited to a plugin. Discussion on the ticket can continue, and in the event a use-case can be offered that would be useful to the majority of WordPress users, can be re-opened.
