Description

I was surprised when I opened the new Additional CSS panel in the Customizer and it had no sort of description or explanation. Can we add a blurb above the textarea that describes what this is?

Slight tweak - "help icon" shouldn't be capitalized, see 38493.1.diff​. Otherwise, this looks good. See also #37439.
