This is a follow-up to #29516. In fact, it's the exact same problem, made more apparent by the format picker being the top-left most item now.

Noticed only on Safari 10.0.2 (12602.3.12). I haven't checked any other browsers.

This is the expected behaviour when the cursor is above the drop-down (float panel), see #29516. This is done so we don't hide the drop-down when not all of it is visible in the current viewport.

Works properly (hides the drop-down) when the cursor is not hovering over it. Closing as worksforme, feel free to reopen if the current behaviour should be changed in the classic editor.

Just because this is expected doesn’t make it good.

This feels like a bug when you experience it as a user. It’s as if the UI is stuck open, attached to the text editor and not the toolbar that is its parent.

I’d like to see this reopened and revisited please.
