Description
I updated a new install in my development environment to 4.6.1 and I noticed in the dashboard there is a gap between the Admin bar and the rest of the page and the admin bar is not working at all. See the screen shot http://screencast.com/t/6XPm1OJ9. I then downloaded version 4.6.1 and used it. I still have the same problem. I'm using the 2016 theme and there are no additional plugins installed.

Looking at the page with the web inspector I've found a div with the ID of lptopspacer16037970. These seems to be related to the LastPass plugin in my browser and not something in the Wordpress core code.
