RSS Widget Link should be the feed, not site

Description

wp_widget_rss creates a widget sidebar for the RSS. The title should be the site feed, not site homepage.

I understand that the ping file loaded links to the feed, but a website visitor is likely to click the title and be confused and not realize that the link to the feed is the png.

Hence it's better for the title of the widget to link to the feed, or both the image and title linking to the feed.
