Hi,

When an admin create an user in a multisite installation, an email is send :

Hi,
You've been invited to join Someone's site at ​http://example.com with the role of [Role].
If you do not want to join this site please ignore
this email. This invitation will expire in a few days.

Please click the following link to activate your user account:
​http://example.com

As you can see apostrophe is not decoded.

It is the same problem that this ticket. I hesitated to reopen it instead of create this one. I hope I made the right choice .
