WP Upload modal jumps page when opened

Can we please prevent page jumps when WP upload modal is opened,
this is video of WP Upload issue [video link removed, service offline and redirects to unrelated content]

and since we are using the WP upload as shortcodes options popup is more prominent here

@Themezly seems the first link you posted points to a non existing video. To my understanding, this is the same issue already tracked on #39859 so I'd close this ticket in favor of that one. Please do feel free to reopen if I'm wrong.
