WordPress disables all feeds when no posts are present

Description

Looks like an old issue #18505 has crept back up again. When there are no posts on a site all feeds, even ones added using add_feed() are disabled and gives "ERROR: This is not a valid feed." 404 is also returned as the status code when it should be 200 for feeds added with add_feed.
