Site administrators can't view plugins on their sites

Hello, I'm running a multisite Wordpress installation on 4.7. Since updating to 4.7 yesterday, site administrators receive the message "You do not appear to have any plugins available at this time". This is happening to all site administrators across all sites. Super-admins can see all the plugins both for individual sites and for the network.
We have verified that file ownership and permissions are correct in our WP root directory (775 for directories, 664 for files) and this did not resolve the issue. Please advise as this prevents us from upgrading to 4.7 in our production environment. Thank you.

After more investigation we found there was an errant plugin in development called Multisite Plugin Manager that was restricting access to plugins for site administrators after 4.7. We removed it and it resolved our issue. Thank you
