When you click on the thumbnail, the details open and you can see what's inside the video, so I don't feel the need for any selection of a 'good' preview image. I'd see it as a good enough enhancement if we just integrate the 'first view' instead the default icon; like in the screenshot attached. Even if it would be black, I can still see the title and if I want to know more, I'd click on it and have a closer look. Just my 2c so far

I like this, but it might be a pretty limited amount of hosts that can support it, so an initial patch, then test + survey would be good.
Imagick (and WP_Image_Editor_Imagick
, to a limited extent) supports video formats, but the support varies based on availability and configuration of ffmpeg on the system.

Note that my concern from comment:2 still stands.
I wonder if core's ID3 library supports detecting the thumbnail if one is specified in the video file. Needs testing.
One point worth bearing in mind is that a screenshot of the first frame of a video is usually useless as it's quite often blank. YouTube used to use a frame from the middle of the video (it lets you pick, now, I believe).
