Hi,
Ever since my PHP updated to 7, my users no longer receive emails when they have a response to their comments. I have tried the Reply Me plug in, Subscribe to Comments Reloaded, Replyable, and Comment Reply Notification. None work. Please advise what I should do.

You've posted on the WordPress core Trac - This trac instance is used to report bugs in the WordPress software, and is not designed for support.
For all support requests, please create a Support Forum thread instead. In this case, it sounds like your hosts mail functionality is broken, and you'd need to contact your host to get the issue resolved.
As this isn't likely an issue in WordPress itself, I'm marking this as invalid, in the event that a bug can be found which is traced to WordPress it can be reopened with extra details.
