Description

The DocBlock of wpmu_log_new_registrations() says that it logs user registrations but in reality it's hooked into wpmu_new_blog which creates new sites.

Patch changes Docblock from:
Logs user registrations.
to
Logs user email, IP and time that creates a new site.

It is hard to write a short sentence because of the timestamp part - a user doesn't have a "time".
