Bump Akismet External - 4.7.x/4.8 Edition

Akismet 3.3 has been released, so the svn external needs to be bumped to ​https://plugins.trac.wordpress.org/changeset/1602266/akismet

I'll reopen this ticket throughout the 4.7.x & 4.8 cycle to track any additional releases.

@jnylen0 Moving this to 4.7.3 to be sure it gets bumped before the point ships so new installs won't have an instant upgrade notification. With the new release cycle, I'm not sure if we want to bump for point releases or only majors. Thoughts?

We'll bump it prior to all stable releases - that means branches/4.7 and trunk/ will need to be updated before each point release is made if it needs updating.

I've gone ahead and done so in:

Marking this as fixed for now, with the expectation that @kraftbj will re-open as future releases are made.
This is potentially something we should have as a phpunit test for trunk-only, verifying that the akismet external is up to date.
