Consider to remove the tag cloud used in the Add Plugins > Featured screen

Thinking at the reasons why the tag cloud used on the edit-tags.php screen was removed in [38735] see #36964,
I'd propose to consider if the tag cloud used in Plugin Install > featured has any value for users.

It looks weird to me it appears just on the "Featured" tab, and not in Popular and Recommended. Also wondering if it's actually useful for anyone.

I was actually pin pointed to this thread. Even though this thread is for a smaller piece of the Popular tags cloud, I think you should read this (because you were asking people for ideas and data).

Currently, the part you're mentioning brings about 30 new users / day to our plugins, almost doubling the number of new users we get / day.

This is for us a clear indicator that non-developer users who have WordPress sites use the popular tags cloud a lot. Otherwise, there would be no such potential for discovery.

Let's wait for a resolution there and see. One option then could be adding the cloud to _all_ the plugin tabs.
