Table heading displays even no rows for custom fields when we click on add custom field button in the admin side

Description

When want to add custom fields and click on "add custom field" button in page/post without selecting any fields from the name dropdown or value in text box, it shows the table if there are no any custom fields already exists. So as per my point of view, it should not display because there are no any custom fields already added in that page/post.
