Description
#40702 is set to introduce a temporary hack for the 4.8.0 upgrade, in order to work around presenting users with an upgrade screen.
After 4.8.0 is released, it will no longer be needed and should be removed from trunk.
Could a gardener please move this to the 4.8.1 milestone, and mark it as a blocker?
