Its already in test, 2 2 3 3 Anyway that analysis referenced below missed out option C) which is not to modify core files - but to use the hooks & filters available in a plugin - which is what I did here https://wordpress.org/plugins/add-paragraphs-option-to-text-widget/ if you are desperate to update to 4.8 - although - subject to testing the value of my plugin will nearly completely disappear in 4.8.1
