TinyMCE Tabs Missing in IE10 and Down

In Internet Explorer 9 and Internet Explorer 10 ( emulated ), both the Text Tab and Visual Tab are missing. This appears to happen on a normal installation, no plugins, Twenty Seventeen installed, but it appears to be happening throughout all my environments. Now, Microsoft has declared that they are dropping support for these browser versions early last year so I'm unsure if this change is intentional or not.

The only console errors refer to Dashicons, but these errors also appear in IE11 and the TinyMCE has no issues there. The errors state:

CSS3114: @font-face unable to load invalid OpenType font.
dashicons.eot

CSS3119: No fonts available for @font-face rule
load-styles.php (0,36)
