    1 Should the 'Welcome Dashboard' take priority over the 'Try Gutenberg' dashboard for new end-users the welcome dashboard is more relevant than trying to get those end-users to install and active Gutenberg on their site. Since currently 'Try Gutenberg' will stack over the 'Welcome to WordPress!' one.
