When no any media at that time this section is not usable. So please hide when no any media.

Hi all, it's been 8 years since this was opened, and we haven't had any additional requests to make this change. Since we have no more requests, no patches, and no design assets for how this screen should look absent the toolbar, I'm going to close this ticket to help clean up Trac. Feel free to continue conversation or reopen if you think this is important for WordPress.

I'm changing the ticket resolution to 'maybe later' because I find some value in hiding the unusable filters and search. However, I do not plan to work on a patch for it.

The view switcher buttons can be used before uploading files. Also, Grid view probably would need the elements in the page markup when the page loads, hidden until a user adds a media item (and hidden again if all items are deleted).
