Comment page numbers feel wrong when using "Other comment settings"

The "Other comment settings" section can be found under Settings > Discussion.

Steps to reproduce:

  1. Break comments into pages with 3 top level comments per page and the last page displayed by default. Comments should be displayed with the newer comments at the top of each page
  2. Go to a post which already has more than, say, 10 comments
  3. Navigate to the previous comments using the comment pagination

If you now look at the URL, it won't be "comment-page-2". Depending on the number of comments the post you're looking at has, it will read something like "comment-page-4" or "comment-page-7".

This doesn't feel right to me. This should be comment page "2".
