Dashboard not working for administrator after adding new administrator

Description
Hi,
on united-domains.com i have to set the admin user before i can install wordpress on my website.
After i open first the backend with this account i create a new user as administrator too, change to that account and change the first account to be not a administrator.
After that i click on the dashboard button and i can not customize my site like a administrator can do.

Please read careful:
All this happens after the installation
Please reconstruct it for yourself
- Install WP
- create a new user as admin
- Logout and login to the new admin user
- Try to customize the site with the new created admin
- Does it work? NO!

If you're going to be disrespectful, you are not welcome here. Please read swissspidy's comment above yours where he directs you to the correct place to find help for your problem.
If this bug was a problem in core WordPress, thousands of people would have experienced it by now. The most likely cause is a bug with a plugin or theme on your site, or a problem with your hosting environment. Your best bet is to post in the support forums, or get in touch with your web host.

@maxonq Despite you rudeness, I did a fresh install of WP, created a new admin user, logged out, logged in as the new admin user, and was able to customize the site as the new admin user. This indicates that your issue is not a bug in WP, but something to do with the setup on your server, something that swissspidy speculated. Furthermore, as both of them have also stated (and they are core committers on the WP project and know what they are talking about), Trac is NOT a place for support; it is for reporting bugs and working on enhancements for WordPress core. As this is not a bug in WP nor an enhancement request and it has been verified that a fresh install of WordPress allows someone to create a new admin user, login as that user, and customize the WP site you need to stop seeking help on Trac. I took a look at the forums and have noticed you haven't posted support request over there. This is a support issue, and you have been told by two people already (and this makes a third) to head over to the forums at https://wordpress.org/support/ for help with your issue or contact your web host.

It was my stupid mistake...
After changing the admin account to lower priority the customizing of
view settings are changed by it self and hides the customize button.
But please change a little feature that will be really great for all users!
Add a confirmation if a user want to erase a created menu.
I lost a complete customer menu configuration and my only help
was to use the google cache to recreate it.
